About the Opportunity

Key Staffing is partnering with a growing organization that provides residential and support services for adults with disabilities throughout Central California. This organization is seeking a hands-on Human Resources Manager to lead and oversee all HR operations for one of its expanding entities.


This is a unique opportunity for an experienced HR professional who enjoys building structure, partnering closely with leadership, and owning the full scope of Human Resources within a smaller but growing organization. The company currently employs approximately 45 employees and is continuing to expand operations, including future growth plans in Visalia.

The HR Manager will report directly to the CEO and work closely with ownership, operational leadership, and legal counsel. This role is ideal for someone comfortable operating as an HR department of one while balancing both strategic initiatives and day-to-day HR responsibilities.


The position will initially be based out of Bakersfield; however, the organization has plans to continue growing operations in Visalia, and this role will eventually support Visalia. This is a fully in-office position.


Position Overview

The Human Resources Manager will oversee all areas of Human Resources, including:

  • Talent Acquisition & Recruiting
  • Workforce Planning
  • Employee Relations
  • Performance Management
  • HR Compliance & Risk Management
  • Workplace Investigations
  • Onboarding & Training
  • Policy Administration
  • Organizational Development
  • Benefits Administration
  • HR Operations & Reporting

This position will collaborate closely with payroll; however, payroll processing is managed separately outside of the HR department.


Key Responsibilities

Talent Acquisition & Workforce Management

  • Lead full-cycle recruitment efforts including sourcing, interviewing, onboarding, and retention initiatives
  • Partner with leadership to proactively identify staffing needs and workforce strategies
  • Coordinate employee onboarding, orientation, and training
  • Maintain employee records and HRIS documentation
  • Support organizational growth and workforce planning initiatives

Employee Relations & Investigations

  • Serve as the primary HR contact for employees and leadership
  • Conduct employee relations investigations and conflict resolution
  • Manage corrective actions, coaching conversations, and performance improvement plans
  • Support employee engagement and workplace culture initiatives
  • Provide HR guidance to managers and leadership teams

Compliance & Risk Management

  • Ensure compliance with California employment laws and HR best practices
  • Maintain audit-ready HR documentation and personnel records
  • Monitor training compliance, certifications, and required documentation
  • Assist with policy creation, implementation, and updates
  • Partner with leadership and legal when necessary regarding employee matters

Compensation, Benefits & HR Operations

  • Support employee benefits administration and employee education
  • Collaborate with payroll personnel regarding timekeeping, attendance, and compliance
  • Track workforce metrics, turnover trends, and employee engagement
  • Develop and improve HR processes and workflows to support continued growth
  • Perform both strategic and administrative HR responsibilities within a growing organization

Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, or related field preferred
  • 5+ years of progressive Human Resources experience required
  • Previous HR Manager or standalone HR leadership experience strongly preferred
  • Strong working knowledge of California labor laws, employee relations, investigations, and compliance
  • Experience supporting multi-site operations, healthcare, social services, or residential care environments preferred
  • Comfortable working independently and managing a broad range of HR functions
  • Strong communication, leadership, organization, and problem-solving skills
  • Ability to maintain professionalism and confidentiality in sensitive situations

Preferred Certifications

  • PHR, SPHR, SHRM-CP, or SHRM-SCP certifications preferred
